Straddling a main road, this town hall consists of five building parts of increasing height with stairs and lifts at the nodes. The glazed wedding room is sited near the church; the staff restaurant and terrace oversail the road; and the council chamber occupies a semi-circular volume at the end of the 'wall'. The concrete frame is clad with washed concrete panels, varying from spandrel panels to double-height curved elements with narrow apertures at the council chamber.
