This complex constitutes as initial large-scale urban element the springboard for the eventual centre of a new town of 90,000 inhabitants. It consists of a passage with a curved, glazed roof off which are ground floor shops and a further two levels of offices. This passage is closed at the front by a rectangular block temporarily housing the town council. On the east side is a semi-circular multi-storey car park.
