Instead of the required perimeter block, the architects proposed a transparent open row layout combining a tall housing slab with a less-tall block of business premises with dwellings above. This stacking created space for a public square. The dwellings on the two lowest levels of the housing slab are oriented to the square; those on the upper floors, reached from access galleries, to the city. This homage to modernism proves that the slab-shaped apartment block, if designed with care, is still a practicable building type.
