This office design reflects the conflict between traditional hierarchic and modern democratic architecture. A symmetrical facade with monumental entrance and director's rooms conceals a modern open 'office zone'. The concrete structure is clad on the outer face with yellowish-grey bricks. Plinths, friezes and piers wear decorative bands tarred black. Besides offices the building used to contain a museum, rooms for classes, a reading room and a library.
