Of the three plans submitted, Coenen's was chosen because of its public walkway and the novel approach to civic architecture: monumental and symmetrical, a style long out of use for administrative buildings. The 3500 square metres called for in the brief was successfully accommodated within the stringent development plan designed to safeguard the townscape. The large cylinder contains office space about a void with a skewed roof.
