The design, a late sequel to the Young Architects Biennale of 1987 whose theme was 'housing the elderly in the city', combines 45 old-age dwellings with a police station. Seen in section the set-back ground floor is a plinth and the two uppermost floors a roof structure. The dwellings in-between, which boast full-width sun lounges, are flexibly subdivisible and modified to suit the handicapped. Venhoeven's collaboration on the interior with the artist Aernout Mik has spawned a 'grotesque' environment in the entrance lobby.
