The public section of this town hall had to dominate the older though larger administrative wing of 1967-1973. This was done contextually by extending the reflecting pool and adding a broad stair and ramp. The ground floor houses the municipal executive and committee rooms so that the upper level could be given over to a combined council, wedding and audience chamber crowned with a tall roof structure. This chamber is flanked by less-tall volumes with sloping roofs and (in principle) square rooms.
