A 1970s office tower designed by Lucas & Niemeijer for the national water authority failed to satisfy today's requirements for acoustics, heat insulation and light incidence. Five large atria were then hewn from the office volume to deliver more light into the building. Also, a second skin of open woven synthetic canvas and glass window bands was added to the facade. As the canvas keeps out the wind, this means that office windows on all floors can be opened. It also has a sound-deadening and insulating duty to perform. The elongated low-rise plinth of the ensemble follows the direction of the canal alongside it. New office spaces occupy finger-shaped volumes; between these are large collective spaces giving a view of the canal and enclosed courtyards with a mild climate.
