The function of this government office block was known only at a later stage. Its ground floor is reserved for parking. Short low-rise wings of two or three storeys alternate either side of a central corridor. Where the corridor widens as a result of this alternation are washrooms, cloakrooms, and service shafts. Offices surround courtyards in U's with the possibility of larger spaces at the extremities.
