The first of Rotterdam's urban renewal projects, executed in deliberation with residents and residents' associations, stands in the former grounds of the Simons shipbreaking company. The 490 low-rise dwellings were realized in a high density to keep rents down. The view across the river was a secondary consideration when planning the neighbourhood. Small U-shaped blocks four storeys high each enfold a shared courtyard with a pedestrian route running through it. The porch-access dwellings have two balconies, one on the street and one in the courtyard. Apart from the dome roof lights and the means of holding the balconies in place, the term architectural design is scarcely applicable here.
