In the 1970s the English architect Neave Brown stirred controversy with his stepped housing in London. An initial Dutch project on Zwolsestraat in Scheveningen (1987-1989) was given a lukewarm reception. In his Eindhoven housing, the stacked stepped flats are a successful transition between bustling Vestdijk and the less expansive pedestrian area. Four rows of flat buildings unite as a single block in an ingenious cross section through the site. Patios, terraces, verandas and balconies provide all flats with an ‘outdoors’. There are shops and offices on the ground floor.
