Hoogvliet municipal prison is intended for short-term inmates, kept from society for a maximum of three months, and former drug addicts. Those in this last-named category are being prepared for their gradual reintegration in society. The degree of freedom given them is steadily increased and in the final phase they are even allowed out without supervision. Surrounded by a massive concrete wall, the building really does look like a prison. The visitor centre has a leaded window designed by Atelier Van Lieshout which integrates the obligatory prison bars.
