Here in the environmentally friendly district of Ecolonia, the Dutch Society for Energy and Environment (novem) and the Building Fund (Bouwfonds) together masterminded this venture to realize various examples of sustainable building. The designers focused as finely on the themes of energy efficiency, all-in recycling and enhancement of quality as they did on energy saving. Regrettably the housing schemes are dominated by the archaic formal vocabulary afflicting most environmentally friendly building. The Belgian designer Lucien Kroll drew up the urban plan in which water figures prominently.
