At 124 metres tall, the headquarters of Rotterdam's port management corporation affords magnificent views of the harbour. The crow's-nest at the top has been fitted out as a disaster response coordination centre. Its two towers of 80 and 100 metres flanking a concrete core attest to the original intention of erecting it in two phases. Ranged around the core are steel plate reinforced concrete floor slabs with steel columns in concrete encasement, the whole clad in profiled aluminium sheets. The WPC's architect, Foster and Partners, also made the masterplan for Wilhelminapier and was earlier responsible for the Marine Simulator Centre next door to the HAL terminal building (A165).
