At the close of the 1960s architect Piet Zanstra designed and saw built a quartet of office towers for the National Tax Office. All towers are connected by a new ground floor level designed by NRA which performs general duties that include parking space for 1000 cars, a library, a sports hall, conference rooms and restaurants for the 3500 employees. This underlay is submerged beneath a large water reservoir, from which a number of stainless-steel-clad volumes protrude, delivering daylight into the subterranean world. These are adorned with reliefs of fire-breathing dragons and masks by the artist Rob Birza. There are sunken gardens in the central zone and a sculpture garden incorporated on the north side.
The ensemble has been enlarged with two free-form towers by DP6 with all-glass frontage equipped with anti-sun slats.
