Facing each other across an inner court are two office slabs joined on the square side by an asymmetrical entrance portal marked by two pillars, and at the rear by a taller block containing the provincial government chamber and, cantilevered like a bay window, the great south gallery looking towards the river. The design's composition, a mixture of Italian 'palazzo' style and Delft School architecture using both modern and traditional materials, is well-thought-out and reflects in its appearance both the power and conservatism of officialdom.
