In the 1970s the city council sought to inject new life into the inner city with more housing. Architect Jan Hoogstad's idea for a walking route from Pompenburg along the Rotte to Leuvehaven further fuelled these plans. The housing at St Jacobsplaats was developed concurrently with Jan Verhoeven's Hofdijk scheme. Eleven hundred and thirty-four units were built altogether, all infused with the small scale and structuralist modes then prevalent in architecture. This portion consists of 300 terrace flats, largely sited along the water, an 18-storey residential tower and a block of apartments above a parking facility. The four- and five-room units have their entrance and outdoor area on a raised deck. They also have roof gardens. The apartment block was renovated in 1995 and the tower given a new facade in 2006.
