In the 1970s the English architect Neave Brown stirred controversy with his stepped housing in London. An initial Dutch project on Zwolsestraat in Scheveningen (1987-1989) was given a lukewarm reception. In his Eindhoven housing, the stacked stepped flats are a successful transition between bustling Vestdijk and the less expansive pedestrian area. Four rows of flat buildings unite as a single block in an ingenious cross section through the site. Patios, terraces, verandas and balconies provide all flats with an ‘outdoors’. There are shops and offices on the ground floor. Jo Coenen, who masterplanned the area, himself designed a Pirelli-like residential tower.
